The Harlem River at the Washington Avenue Bridge is an industrial waterway connecting the Hudson with the East River. Contact includes recreational boating and jet-skiing, kayaking, as well as recreational and subsistence fishing from the shore. There is increasing activity from community and college crew teams.

Hudson Riverkeeper has sampled at this location since 2008 from May through October. Monthly testing is not frequent enough to make a safe swimming determination. Riverkeeper is advocating for high frequency testing and data reporting along the Hudson River wherever the public swims, boats and fishes.
